Preliminary Study
The project included the evaluation of the conversion of Al Bateen Airport from military use to civilian use to meet the requirements of the International Civil Aeronautics Organization (ICAO) and the Civil Aviation Regulations of the UAE, as adopted by the General Civil Aviation Authority (GCAA). The project consists of four separate task orders for surveys; studies and facilities inventories, new police air wing hangar, pavement rehabilitation and lighting, signage, and pavement marking upgrades. The study was completed on a fast-track schedule in four weeks.   

The major elements evaluated during this study included:
Airfield facilities.
Pavement condition analysis.
Airfield ground lighting.
Passenger-pilot terminal facilities.
Building inventory.
Access, circulation and parking facilities.
Utilities and support systems.

Recommendations included:
New airfield pavement markings to ICAO and GCAA standards.
Runway strip and runway end safety area clean-up and grading.
New airfield ground lighting and signage.
Airfield pavement rehabilitation and reconstruction.
New civilian entry road.
Security fence improvements.

Immediate Works
The project included the detailed investigation and design services for the recommended improvements from the Phase 1 preliminary study of Al Bateen Airport.

The major elements of the detailed investigation and design services include:  
Topographical survey.
Geotechnical investigation.
Drainage assessment.
Airfield structural casting assessment.
3D Modeling of the runway approach obstructions.
Airfield pavement PCN calculations.
Building inventory and recommendations.
Utilities and infrastructure inventory and recommendations.
New airfield pavement markings design to ICAO & GCAA standards.
Runway strip and runway end safety area clean-up and grading design.
New airfield ground lighting and signage design.
Airfield pavement rehabilitation and reconstruction design.
New military entrance design.
Security fence improvements design.

The project included the detailed investigation and design services for the airfield lighting upgrades of the Al Bateen Airport.

The major elements of the detailed design services included:
Airfield ground lighting: new taxiway centerlines, hold lines, runway guard lights and signage was added to meet ICAO standards.
Approach lighting: new approach lighting was installed to allow CAT I operations.
New approach lighting electrical sub-station: new electrical vault was added to accommodate the additional lighting regulators for the new approach lighting.
Apron lighting: high mast lighting was added to provided better night operations.
ALCMS Upgrade: in order to control the new lighting, modifications to the existing ALCMS is required.
Navaids infrastructure: new CAT I approach navaids were added to the approaches of runway 13 and runway 31.
